First thing I want to mention in the picture on the box that shows a small anchor I believe. This does not have it it is missing not sure if it came with one but what you see in the pictures is what you got

This item is not tested it is sold as a project fixer upper for parts or not working. Or it could just work correctly.. It is sold as is.. You might need to work on it to get it to work 100%.  What you see in the pictures is what you get.. the cable with the switch looks like it was new never used. The actual base does look like it was used ...comes with the original box no instructions.
